Biden and Obama urge Americans to get vaccinated in star-studded television special



The event, titled “Roll Up Your Sleeves” and hosted by singer Ciara and her NFL quarterback husband, Russell Wilson, saw Biden pitch vaccinations as “the most important thing you can do to protect yourself from Covid-19, including the new variants we’re seeing.”

“If you’ve been fully vaccinated, thank you,” the President said. “If you’re planning to get vaccinated, make sure you follow through. Please.”

The television special comes the night before all Americans 16 years and older will be eligible for a coronavirus vaccine. An administration official told CNN the White House is launching a media blitz Monday to raise awareness about Americans’ vaccine eligibility.

Part of their outreach will target specific constituencies, including Black, Latino and rural communities, through interviews with outlets such as the Rickey Smiley Morning Show, Telemundo and All Ag News. There will also be a series of national media hits featuring doctors.

It comes as concerns around access and vaccine hesitancy loom large over the US coronavirus response.

Though roughly 25.4% of the population has been fully vaccinated, according to US Centers for Disease Control and Prevention data, experts estimate somewhere between 70-85% of the country needs to be immune to the virus — either through inoculation or previous infection — to suppress its spread.

Appearing alongside former NBA stars Charles Barkley and Shaquille O’Neal during the special, Obama said, “I want to make sure our communities — particularly ones … African American, Latino, as well as young people — understand that this will save lives and allow people to get their lives back to normal. And the sooner we get more people vaccinated, the better off we’re going to be.”

Barkley responded by noting how excited he is to get his second vaccine dose, saying, it’s “important for us to keep talking about the vaccine.”

“So I’m telling all my friends,” he continued. “Yo, man. Forget what happened back in the day. Every Black person, please go out and get vaccinated.”

In another part of the special, Dr. Anthony Fauci, the nation’s leading infectious disease expert, spoke with actor Matthew McConaughey about the stringent safety protocols that were followed as the vaccines were developed.

“It wasn’t cutting corners. It wasn’t sacrificing safety. It was merely a reflection of the extraordinary science,” Fauci said of the speed with which the vaccines were developed.

The common enemy, Fauci continued, “is the virus. Not each other. So the thing to do is put aside any kind of political differences, any kind of hostility you have and figure we have to pull together if we really want to get through this.”

The special also featured cameos from former first lady Michelle Obama and a whole list of celebrities, including Sterling K. Brown, Lana Condor, Billy Crystal, Eric Dane, Ryan Eggold, Dr. Vin Gupta, Faith Hill, Jennifer Hudson, Dale Jarrett, Ken Jeong, Joe Jonas, Eva Longoria, Jennifer Lopez, Demi Lovato, Joel McHale, Lin-Manuel Miranda, Kumail Nanjiani, Ellen Pompeo, Amanda Seyfried, Jane Seymour and Wanda Sykes.

“Now is the time to take care of ourselves and each other so we can get back to normal,” Biden said in concluding his remarks.

“We can do this. We will do this. But don’t let up now.”

Mass shootings and the Chauvin trial force America to confront its culture of violence


While there have been a flurry of efforts at local levels, the usual outcome at moments like this is political paralysis as Washington — where national polarization is institutionalized — fails to produce even marginal reforms to law enforcement or gun safety.

The question now is whether a nation that has lost more than 560,000 people in a pandemic, which disproportionately affected minorities, is willing to accept a return to its old normal. Events of recent days suggest that there is no end in sight to a grim cellphone video showreel of Americans of color dying at police hands and regular mass killings.

Jurors in the trial of Derek Chauvin, the Minnesota cop who left his knee on Floyd’s neck for nine minutes and 29 seconds while he died last May, will hear closing arguments on Monday before retiring for their deliberations.

The need for a functioning and fair court system requires them to base their verdicts on two murder charges and one manslaughter count solely on the evidence raised during an often harrowing trial.

But that has not stopped the trial from being seen in the United States and around the world as a watershed moment that will highlight unfairness in how the American law enforcement system treats Black and minority Americans.

Given the deeply disturbing footage repeatedly aired at the trial of Floyd’s agonizing last moments, the need for unanimity among the jury, and the high profile of the trial, there is concern about what could follow not guilty verdicts.

“I don’t think anyone in Minneapolis, frankly, anyone in the United States or over a good part of the world would understand any other verdict other than guilty,” California Rep. Karen Bass told CNN’s Dana Bash on “State of the Union.”

Verdict is only the first step

If Chauvin is convicted, the sentencing phase of the trial will also be crucial, Bass said. “The verdict is step one, but what we’ve seen in too many of these cases, in the rare time there is a guilty verdict, we have seen people get off with minimal sentences,” added Bass, the sponsor of the Democratic police reform bill named for Floyd.

Her comments were an example of the extraordinary political pressure surrounding the trial in Minneapolis, from which the jury will be insulated by being sequestered for as long as it takes to complete their deliberations.

The idea that the case, which stirred massive nationwide and global activism after Floyd died last year, would prove in itself to be a change agent has been belied by a stream of recent police killings and harassment of Americans of color.

The shooting of 20-year-old Daunte Wright by a police officer in a Minneapolis suburb a week ago, for instance, highlighted how routine law enforcement stops can still quickly escalate with tragic consequences. Tensions are high in Chicago after the release of body camera footage after a police officer shot dead 13-year-old Adam Toledo in March. The heartbreak of these incidents lies not just in the young lives lost, but in the fact that they feel so routine.

Still, despite the continuing violence, some activists see the Chauvin trial as a highly consequential moment.

“The outcome that we pray for in (the) Derek Chauvin trial is for him to be held criminally liable for killing George Floyd because we believe that could be a precedence of finally making America live up to its promise of liberty and justice for all,” civil rights attorney Benjamin Crump said Sunday.

“We have to finally have this racial reckoning, America, because if we don’t, then people are going to continue to have these emotional protests,” Crump, who acts for Floyd’s family, said on ABC’s “This Week.”‘

Whatever the outcome of the trial, it will be up to America’s political leaders to determine what level of action is required to tackle a culture of impunity that reinforces discriminatory and even lawless behavior in police dealings with minorities.

The realities of a deadlocked Senate

The Democratic-led House has already passed the George Floyd Justice in Policing Act, which takes a series of steps including setting up a national registry of police misconduct and overhauling qualified immunity, a legal doctrine that critics say shields law enforcement officers from accountability.

But like most other issues before the Senate, the package faces an uncertain future in a 50-50 chamber amidst a tense political atmosphere that is prone to demagoguery from radicals on both sides of the political aisle.

Joe Biden stands down at a critical juncture for police reform

Republicans, for instance, have seized on demands by a minority of left-wing Democrats to defund and dismantle police departments, to portray the entire bill as a passport to eliminating policing entirely. That’s a position that even Vermont Sen. Bernie Sanders has said he disagrees with.

But those attacks, portraying the bill as part of an extreme liberal crusade, put moderate Democrats, like West Virginia Sen. Joe Manchin — a crucial vote in the caucus — in an uncomfortable position. Other Republicans, meanwhile, are likely to object to the bill by arguing that it imposes unworkable and undesirable federal solutions on local jurisdictions.

It is also unclear how much political capital President Joe Biden will invest in the effort, given his personal political priorities including infrastructure, a desire not to alienate moderate Republican voters he has courted and given his historic kinship with police unions. Still, Biden is under intense pressure on the issue given that his victory in the Democratic primary was largely based on the support of African American voters — who were also critical constituencies in big cities in the swing states like Georgia and Pennsylvania that handed him the White House.

Bass, however, said on “State of the Union” that she was hopeful common ground could be forged in the Senate, especially under the leadership of South Carolina Republican Sen. Tim Scott.

“I believe that the Republicans that I am working with are operating in good faith,” Bass said. “Again, it’s one thing to pass legislation in the House. It’s a super hurdle to get it passed in the Senate.”

The mass shootings just go on and on

The weekend brought no respite from the firearms deaths.

Three people are dead after someone opened fire inside a tavern in Kenosha, Wisconsin. Another three people were killed in a shooting that police said appeared to be related to a domestic incident in Texas. Authorities said a potential mass shooting was averted at San Antonio airport when a parks officer stopped a man with a box full of ammunition and a .45 caliber handgun.
Such events underscore the easy availability of deadly weapons. The 19-year-old who killed eight people in a massacre at a FedEx facility in Indianapolis late on Thursday bought his two assault rifles legally, police said over the weekend. According to a CNN analysis, the United States has suffered at least 50 mass shootings since March 16, when eight people were killed at three Atlanta-area spas. Six of the victims were women of Asian descent.

Dr. Anthony Fauci, America’s top infectious disease expert, who is most identified with the fight against Covid-19, bemoaned the incessant loss of life from gun crimes during an appearance on “State of the Union.”

“I mean, in this last month it’s just been horrifying what’s happened,” Fauci told Bash when asked whether gun violence was a public health emergency. “How can you say that’s not a public health issue?”

Democratic Senate Majority Leader Chuck Schumer said last week that he planned to bring legislation to the Senate floor to address the “epidemic” of gun violence. Given that there is little sign that the political dynamics of gun control have shifted, Schumer’s efforts seem most likely to amount to symbolism.

Republicans have little political incentive to cooperate with Democrats given the antipathy to any form of firearms restrictions among grassroots conservatives persuaded by GOP arguments that any restrictions are unconstitutional. But there is often less attention on the freedoms to life, liberty and the pursuit of happiness denied the multiple victims of mass shootings.

For example, when Biden recently used executive power to enforce some modest measures, including limiting self-assembled or handmade firearms made from directions and materials available online, he was falsely accused by former President Donald Trump — still the most powerful voice in the GOP — of seeking to overturn the Second Amendment.

Democratic Sens. Chris Murphy and Richard Blumenthal of Connecticut have been seeking Republican votes for a set of limited reforms to background checks and restricting gun sales to the mentally ill.

But Republicans argue that Democrats use mass shootings as an excuse to take away guns from law-abiding Americans who need weapons to defend themselves in such situations.

So the chance of any serious gun control measures reaching the threshold of 60 votes in the Senate to overcome Republican blocking tactics remains slim. Hopes for police reform could dissolve for the same reason, rooted in the entrenched politics of an internally estranged country.

Negotiations over Biden's infrastructure package continue in Congress this week. Here's what to watch



But the White House has continued its overtures to host GOP lawmakers in the Oval Office in an effort to forge meaningful, unified progress — even as Republicans remain skeptical. 

Outreach overdrive

Biden is set on Monday to host his second bipartisan gathering in as many weeks in the Oval Office as White House officials continue to map out the path forward for the President’s top legislative agenda item.

White House chief of staff Ron Klain will host leaders of the moderate House Democratic Blue Dog Coalition on Tuesday and key members of the New Democrat Coalition on Wednesday, according to a White House official.

Klain will be joined by Steve Ricchetti, counselor to Biden and one of the President’s closest advisers, and Louisa Terrell, Biden’s legislative affairs chief, the official said.

For the last three weeks, Cabinet officials and senior White House aides have fanned out in a full-scale part-listening and part-sales-pitch tour on Capitol Hill, according to administration officials, with phone calls and meetings across both chambers and parties and with top staffers of key leadership and committee offices.

Biden’s legislative affairs team had made 139 calls to members and top staffers as of last week, with Cabinet secretaries holding 27 calls directly to members, including seven Republicans. Biden’s policy teams have held 26 staff briefings, including nine at the member level, including one for GOP leadership, officials said.

Administration officials are working on multiple fronts to gauge what pathways might exist with Republicans, and perhaps more crucially, where Democrats are on their policy preferences given the exceedingly narrow majorities in the House and Senate.

Klain in particular has been working through the various power centers of the House Democratic Caucus over the course of the last month. He met with leaders of the Congressional Progressive Caucus on March 17 and on March 23 with top progressives including New York Reps. Alexandria Ocasio-Cortez and Jamaal Bowman, officials said.

Klain and Ricchetti also hosted members of the moderate, bipartisan House Problem Solvers Caucus last week.

Room for a bipartisan $800 billion deal?

As GOP Sen. Lisa Murkowski of Alaska said last week: “We must present an alternative. If we think this is too big, how would we pare it down, how would we define it? How would we pay for it?”

The first glimpse of that came Sunday when Republican Sen. John Cornyn of Texas and Democratic Sen. Chris Coons of Delaware appeared alongside each other on Fox News to discuss a proposal that would spin off the infrastructure-heavy portion of Biden’s plan into a separate $800 billion package that might find bipartisan support.
The other parts of Biden’s plan could then potentially pass with just Democratic support through budget reconciliation.

Asked what’s in the proposal for Republicans, Coons responded, “The broader question you’re really asking is what is in it for our country and what’s in it for the people we represent from our state if Republicans and Democrats work together to solve problems.”

“I think that if we come together in a bipartisan way to pass that $800 billion hard infrastructure bill that you’ve been talking about, that I’ve been urging, then we show our people that we can solve their problems. We’ve all agreed for a long time that we need to invest more in American infrastructure,” Coons said.

Cornyn said Coons was “half right,” assessing that there is a “core infrastructure bill that we could pass with appropriate pay-fors like roads and bridges — even reaching out to broadband, which this pandemic has exposed a great digital divide in the country.”

“We have seen advances in telemedicine. We have seen more people learning online. I think we could all agree to that. But I think that’s the part we can agree on, so let’s do it and leave the rest for another day and another fight.”

That other fight would center on the second prong of the White House’s legislative package, known as the American Families Plan.

The proposal will focus heavily on what administration officials call “social infrastructure” — things like universal pre-K, free community college, paid leave and health care. The plan is likely to be unveiled shortly before Biden’s scheduled April 28 joint session address to Congress, officials say.

Sen. Shelley Moore Capito of West Virginia, the top Republican on the Senate Environment and Public Works Committee, had suggested during an interview on CNBC last week that a “sweet spot” for a bipartisan deal could come in at $600 billion to $800 billion.

But in a sign that Republicans haven’t reached their own consensus yet, Sen. Mitt Romney of Utah told reporters that he thinks the potential $800 billion top-line idea “seems a little high.”

Still, no comprehensive GOP plan has been released so far — leaving most Republicans, for the time being, focusing their energy on marketing Biden’s proposal as simply too large.

Capito has previously called the President “very sincere” in his discussions about infrastructure, but expressed concern about getting “rolled” in the end “because there is a partisan process.”

“You saw that happen under Covid, and I am concerned about it,” she said.

But Biden has signaled openness to negotiations, and made clear to Republicans in a private Oval Office meeting this month that he wanted their proposals and would have his legislative and policy teams follow up from the White House side of things, according to people in the meeting.

The President and his top advisers, however, have also made clear that the scale of the package they put on the table is one that meets their view of what’s necessary for an economy ravaged by the pandemic and facing decades of what they see as underinvestment in key sectors.

Democrats split on state and local tax deduction fight

While some in the Democratic Party try to leverage a full repeal of the cap on state and local tax deductions as part of the infrastructure package negotiations, Ocasio-Cortez made clear this is not a move she is on board with.

“Frankly, I disagree with that. I don’t think we should be holding the infrastructure package hostage for a 100% repeal of SALT, especially in the case of a full repeal. Personally, I can’t stress how much that I believe that is a giveaway to the rich,” the New York Democrat said Friday.

“I think we can have a conversation about the policy, but it’s a bit of an extreme position, to be frank.”

The rift is just the latest flashpoint underscoring how many issues can pop up during negotiations over a proposal of this size. “Tip of the iceberg,” one House Democrat, asked about the SALT cap, told CNN last month of the number of looming issues likely to arise in the weeks ahead.

Ocasio-Cortez was one of only two New York Democrats to not sign onto a letter sent to House Speaker Nancy Pelosi and Majority Leader Steny Hoyer outlining their desire to repeal the cap on the state and local tax deduction.

On Thursday, Problem Solvers Caucus co-chair Democratic Rep. Josh Gottheimer, a New Jersey Democrat, and New York Rep. Tom Suozzi, a New York Democrat, announced a bipartisan caucus dedicated to a full repeal of the cap, which so far has more than 30 members, though not all are supportive of holding up Biden’s infrastructure package to get the repeal of the tax measure.

The clock is ticking

Pelosi has said she wants a bill to pass the House by July 4th, now just 11 weeks away with a few Capitol Hill recesses in between.

Additionally, the House Transportation and Infrastructure Committee plans to move on a surface transportation bill by the end of May, but several other House committees plan to take action as well on other aspects of the sprawling proposal.

Transportation Secretary Pete Buttigieg told CNN’s Jake Tapper on “State of the Union” earlier this month, “The President wants to see major action in Congress and real progress by Memorial Day.”

“You know, we’ve got some real kind of shot clocks on this in terms of things that have to get reauthorized by the end of September. So, you know, the sooner the better I think is the bottom line. We’ve got to get this done,” he added.

What’s in the plan again?

Keep in mind, the plodding negotiations playing out on Capitol Hill are to be expected for a proposal this enormous. 

Biden’s infrastructure plan is big, and addresses a lot more than just roads and bridges. A few of the toplines: 

Transportation: $621 billion. Unsurprisingly, funding improvements to roads, bridges, railways and other infrastructure has been a central piece of Biden’s recovery plans. He has said that it will create “really good-paying jobs” and help the nation compete better.

Home care services and workforce: $400 billion. The plan would expand access to long-term care services under Medicaid, eliminating the wait list for hundreds of thousands of people.

Manufacturing: $300 billion. Some of the funds would be carved out for manufacturers that focus on clean energy, rural communities, and programs that give small businesses access to credit.

Housing: $213 billion. Biden is calling on Congress to build, renovate and retrofit more than a million affordable and energy efficient housing units. The plan would also build and rehabilitate more than 500,000 homes for low- and middle-income homebuyers.

“It’s the largest American jobs investment since World War II. It’ll create millions of jobs, good paying jobs, it’ll grow the economy, make us more competitive around the world, promote our national security interests and put us in a position to win the global competition with China in the upcoming years,” the President said as he unveiled the proposal last month.

“It’s big, yes. It’s bold, yes. And we can get it done.”

White House expands federal vaccine programs, taking more control of coronavirus vaccination efforts


As the US officially entered that phase on Monday — with every person 16 years and older now eligible to be vaccinated — Biden administration officials said they estimate that 90% of Americans now live within five miles of a vaccination site as a result of the expanded federal channels. Nearly 40,000 pharmacies are now equipped to put shots in arms through a direct-to-pharmacy federal vaccine program, up from just a few thousand when the program launched two months ago.

Altogether, the federal vaccine pipeline — which includes the retail pharmacy program, three-dozen federally run mass vaccination sites and 1,470 federal health centers — is now handling more than a third of doses being shipped out every week, more than tripling its share of weekly doses since early February.

Senior Biden administration officials said the expanded federal pipeline helps ensure the infrastructure is in place to handle a growing volume of doses and that shots are being doled out more equitably. While the US is still struggling with racial equity in vaccination — with minorities underrepresented among the vaccinated — the federal channels are outperforming the national average, according to data provided by the White House.

“We want to make sure … as we track toward this moment that we’re ready to have the scale that we need,” said Sonya Bernstein, a senior policy adviser on the White House’s coronavirus response team. “This is an unprecedented scale ahead of us and so we want to make sure we’re supporting states and localities and making sure we’re getting shots in arms rapidly, just as we’re trying to do that equitably.”

Other US states could see scenarios similar to the Covid-19 crisis unfolding in Michigan, expert says

Biden administration officials touted the success of those federal channels — in terms of the speed of vaccination and their ability to hit equity goals — but say they are not trying to wrest control of the vaccination process from states. Several state officials told CNN they agree the federal channels are a value add, but some of those same officials are wary of the White House taking control of a larger share of vaccine dose allocations and believe they remain best positioned to maximize vaccinations in their own states.

“I think it’s a good balance, but I wouldn’t want to see it shifted anymore,” said Arkansas Gov. Asa Hutchinson, a Republican who’s vice chairman of the National Governors Association. “I wouldn’t want to shrink the states’ role any more than it is now, I wouldn’t want to shrink the states’ allocation.”

Biden administration officials declined to project what the breakdown will be going forward between the federal and state vaccine channels, calling it a “week to week” decision.

But what’s clear is the White House sees pharmacies as a key part of the path to getting Americans vaccinated and overcoming the pandemic, and the expansion of the federal pharmacy program is part of a shift in which Americans are increasingly getting their shot outside of mass vaccination sites.

Officials said the federal pharmacy program is more efficient at getting shots in arms, administering 86% of delivered doses, compared to a national average of 78% of doses administered, according to figures provided by the White House. Nearly 36 million doses have been administered through the program since the second week of February, when it launched.

The White House has also taken note of surveys that indicate Americans prefer to be vaccinated at a pharmacy or a doctor’s office and making doses available at familiar, nearby locations could help overcome some vaccine hesitancy concerns.

“Our pharmacies aren’t just empty spaces. They have pharmacists who are — in a lot of communities — huge sources of information about medications and treatments and therapies and even vaccines,” said Dr. Cameron Webb, a senior policy adviser for equity on the White House coronavirus response team. “By connecting people with a space that they — often for a lot of people — that they associate with vaccination helps normalize this process of vaccination.”

While states are also transferring some of the doses they receive to local pharmacies, the federal pharmacy program puts the Biden administration in the driver’s seat in determining where doses are being administered in an attempt to make vaccination more representative of the US’s demographic makeup.

Younger Americans are least likely to vaccinate
To date, Black and Hispanic Americans have gotten vaccinated against the coronavirus at lower rates than their share of the population. Of those who have gotten at least one dose of the vaccine, just 11.5% are Hispanic and 8.5% are Black, according to US Centers for Disease Control and Prevention data, even though they make up 17.2% and 12.4% of the US population, respectively.

Using the federal pharmacy program, the administration has pushed doses closer to the most socially vulnerable populations, with nearly half of the first 30,000 participating pharmacies located in zip codes classified in the highest category of the CDC’s Social Vulnerability Index, which classifies communities based on more than a dozen socioeconomic factors.

The pharmacy program narrowly bested national racial demographic averages, with 38% of individuals vaccinated through pharmacies identifying as non-White, according to an administration official, compared to 35% nationally.

While the retail pharmacy program handles the overwhelming majority of doses distributed through the federal pipeline, 3.5 million doses have also been administered through three-dozen federally run mass vaccination sites in 26 states.

By setting up those sites closer to socially vulnerable populations and by working with community groups, the Federal Emergency Management Agency-run mass vaccination sites have helped improve equity targets.

FEMA officials said 58% of vaccine doses at those sites have been administered to non-White individuals, compared to 35% on average nationwide.

Acting FEMA Administrator Robert Fenton said his agency achieved those figures by setting up those sites closer to socially vulnerable populations and working with community-based organizations to get the word out. He plans to share best practices with state officials and said the lessons learned at federally run sites will inform vaccination strategies at the more than 1,000 state-run mass vaccination sites that the federal government supports through either staff or resources.

“Just simply opening up vaccination sites and allowing anyone that can register, register, doesn’t always focus on those that are maybe the most socially vulnerable or at risk,” Fenton said in an interview, pointing to some sites that allowed individuals in certain zip codes to pre-register for access.

A third, smaller federal pipeline — to federally qualified health centers — targets minority communities even more directly, administering about 70% of shots to non-White individuals, according to the White House.

As the White House has worked to scale up the federal vaccine pipeline, senior Biden administration officials said they have worked closely with states to ensure they are not duplicating efforts, with CDC officials coordinating with state health officials to decide which pharmacy partners to bring online.

Mandy Cohen, the North Carolina secretary of health, said that to ensure vaccines are appropriately spread across her state, she has at times shifted doses away from areas with a higher concentration of federal pharmacy partners, like Walgreens, for example.

Dr. Nirav Shah, the Maine Center for Disease Control and Prevention director, described similar decision-making in his state and coordination not just with the CDC but directly with the federal pharmacy partners.

“The pharmacy supply is complementing, not competing with the state supply,” Shah said. “We have been able to work with them to activate certain stores first and hold on other ones in areas that we didn’t have any need.”

While the federal pharmacy program is on average more efficient at getting shots in arms, a different picture emerges in certain states like Arkansas, where Hutchinson said the federal pharmacy program has underperformed.

“I would not say we ought to reverse course,” Hutchinson said. “But if we had to start it all over again, I would have kept (all the doses) within the state, because we could utilize all those federal partners within our own allocation.”

A senior Biden administration official pointed to data showing the federal pharmacy program is on the whole more efficient, but said, “If there are places where the pharmacy program is not moving supplies as quickly as the states are, we should expect to see that change.”

As administration officials have built out the federal pharmacy program, they have used the two-month process as an opportunity to troubleshoot common problems, streamlining supply chain efforts, ensuring pharmacies have the cold storage capacity they need for certain vaccines and even ensuring that pharmacies are appropriately increasing staffing at certain pharmacies to meet demand.

While the federal government is currently allocating doses to pharmacies based on the population of those states, a senior administration official said they plan to become more flexible going forward, requiring only 80% of doses be distributed on a per-capita basis.

And while all individuals 16 years and older are now eligible to be vaccinated, federal channels could still be a way for the White House to meet certain goals and ensure mass vaccination is happening equitably. Some pharmacies in the federal program, for example, are reaching out to high-risk patients to tell them when the vaccine is available at their pharmacy. Others have partnered with ride-sharing companies to get underserved populations to pharmacies.

Bush calls on Congress to tone down immigration rhetoric



“I do want to say to Congress, please put aside all of the harsh rhetoric about immigration, please put aside trying to score political points on either side. I hope I can help set a tone that is more respectful about the immigrant, which may lead to reform of the system,” Bush told Norah O’Donnell on “CBS Sunday Morning.”
The plea from the former President comes amid a heated debate over immigration reform in Congress as the Biden administration grapples with the influx of migrants at the US-Mexico Border. It also follows his message in an op-ed published by the Washington Post on Friday, where he called for bipartisan action on several immigration measures.

The Texan has for years highlighted the immigrant community in his home state and has often praised America’s immigrant history while advocating for immigration policies. During his second term as president, Bush pushed an immigration bill that aimed to create a pathway to citizenship for some of the 12 million undocumented immigrants and sought to toughen border security, but the bill ultimately stalled in the Senate in 2007.

He acknowledged Sunday one of the biggest disappointments of his presidency is that he did not pass any meaningful reform on the issue. Bush also said he is currently lobbying the Republican Party to act on creating a pathway to citizenship for undocumented immigrants, if they can pass a background check and pay back taxes but did not seem hopeful that his party will agree.

“I am right now,” he told O’Donnell when she asked if he would lobby his party if President Joe Biden put forward a proposal with those caveats. “Whether my own party listens to me or not is another question.”

The 43rd president criticized Congress’ lack of action on immigration, noting there has been “a lot of executive orders, but all that means is that Congress isn’t doing its job.”

Speaking about his upcoming book of paintings of immigrants, “Out of Many, One,” the former President said it doesn’t change policy but added that his is a “small voice” among people trying to get reform.

“It is part of, hopefully, creating a better understanding about the role of immigrants in our society,” Bush said. “Mine is just a small voice in what I hope is a chorus of people saying, ‘let’s see if we can’t solve the problem.'”

Police fatally shoot carjacking suspect near Minneapolis


The suspect, described as a White man in his 20s, initially crashed a vehicle with stolen plates before carjacking a second vehicle at gunpoint, according to police in Burnsville, which is about 16 miles south of Minneapolis.

The man shot by police was suspected of carjacking a woman at gunpoint on Sunday, April 18, 2021.

Police pursued the stolen vehicle while the man allegedly shot at police, the release said. The man then crashed this vehicle while still firing at police and multiple officer returned fire, the release said.

The man was taken to Hennepin County Medical Center, where he was pronounced dead. No officers were injured and the officers involved were placed on standard administrative leave, the release said.

The body cameras and camera data of the officers who shot the man will be handled by the Minnesota Bureau of Criminal Apprehension, which will lead the investigation, the release said.
